According to statistics from the Ministry of Commerce, the scale of e-commerce transactions in China was close to 6 trillion yuan in 2011, and the proportion of GDP has risen to 13%. Among them, the total retail sales of the network exceeded 750 billion yuan, far exceeding the actual growth rate of the total retail sales of social consumer goods in China over the same period, effectively stimulating the growth of the domestic demand market.


However, due to the immaturity of China's network environment and related laws and regulations, along with the rapid development of China's e-commerce market, the credibility problem has become increasingly prominent. In the transaction, users should not only face the threat of cyber fraud, such as Trojan horse fishing, false advertising, but also watch out for business failures from the business level. In particular, business integrity has become the biggest hidden danger in the development of e-commerce in China.


Accordingly, Wang Huifang further believes that integrity is not only a problem of an industry, but also a problem of the whole society. She proposed in the "two sessions" that we can accelerate the construction of the integrity system of the whole society and promote the healthy development of the national economy, including e-commerce, on the basis of the experience of the integrity system of e-commerce enterprises.


Prior to this, E-commerce network The construction of credit system is mainly for the business platform and the market means of the third party payment enterprises. In 2003, Alipay (micro-blog) launched an innovative secured transaction mode, which took the lead in breaking the trust and payment problems in the development of e-commerce in China. Afterwards, Taobao network and micro-blog (Tmall) further strengthened the online credit system through the continuous improvement of platform trading rules, which directly promoted the blowout development of China's online shopping market in recent years.


Wang Huifang said that in the early stage of the development of the industry, it mainly depends on the spontaneous development of the enterprises. But to further improve the integrity system, we need sound legal system construction.


"Through law making, strengthening supervision and other methods, not only improve the confidence of the main body in participating in e-commerce activities, but also facilitate the comprehensive development of e-commerce." Wang Huifang said. She suggested that the relevant departments could formulate new laws and regulations according to the characteristics of e-commerce environment and transactions, clarify the scope and form of credit, safeguard the realization of honest transactions, and protect the interests of all parties involved in the transaction. In addition, in the process of law enforcement, we should establish a disciplinary mechanism for breaking faith, punish those who have bad credit records, and increase the cost of breaking faith.


In recent years, Electronic commerce is widely used. Its role in promoting the national economy has been recognized by the community. Last year, the "12th Five-Year plan" proposed that e-commerce should be listed as a national strategic emerging industry and vigorously developed and supported. At the fifth session of the Eleventh National People's Congress this year, Wen Jiabao, premier of the State Council, mentioned in the "government work report" that "further expanding domestic demand, especially consumer demand", once again clearly stated that "actively developing new service industries such as online shopping".


Wang Huifang also pointed out that in order to improve the integrity environment of e-commerce, we should strengthen the research and application of e-commerce security technology. She suggested that the online integrity index be released regularly, thereby evaluating the true identity of the Internet and e-commerce participants, thus promoting the construction of the integrity system, improving the integrity of the governance environment, and letting participants realize the importance of honesty as wealth, and truly form an atmosphere of integrity on the Internet.
